II. The Statement that it seems probable that the drug

is now being used there almost as freely as it was before India

made this heavy sacrifice on China's behalf, is untrue. Culti-

vation of poppy in China is illegal, and is confined to the opium

poppy in a few districts only. Opium smoking is similarly

illegal and is indulged in on a small scale only as comapred to

pre-prohibition days.

The Indian Office appears unable to quote statistics

later than 1916-1917. Consequently it may be excused for having fail- ed to furnish a reply to the question "Whence didf British and Amer-
